一

項(xiàng)目背景（Project Background ）

重慶兩江協(xié)同創(chuàng)新區(qū)位于全國首個內(nèi)陸國家級開發(fā)開放新區(qū)——重慶兩江新區(qū)。兩江新區(qū)按照黨的十九屆五中全會關(guān)于“堅(jiān)持創(chuàng)新在現(xiàn)代化建設(shè)全局中的核心地位，把科技自立自強(qiáng)作為國家發(fā)展戰(zhàn)略支撐”等部署要求，深入貫徹落實(shí)習(xí)近平總書記在浦東開發(fā)開放30周年慶祝大會上的重要講話精神、在全面推動長江經(jīng)濟(jì)帶發(fā)展座談會上的重要講話精神，積極融入成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)和全市“一區(qū)兩群”協(xié)調(diào)發(fā)展，以禮嘉智慧公園、兩江數(shù)字經(jīng)濟(jì)產(chǎn)業(yè)園、兩江協(xié)同創(chuàng)新區(qū)等智慧科技創(chuàng)新平臺為引領(lǐng)，積極探索打造全國智慧城市樣板，力爭建設(shè)成為“智造重鎮(zhèn)”、“智慧名城”的核心承載區(qū)，為建設(shè)具有全國影響力的科技創(chuàng)新中心提供有力支撐。

Chongqing Liangjiang Collaborative Innovation Zone situates at Chongqing Liangjiang New Area, the first national developing and opening area in inland China. The Fifth Plenum of the 19th Central Committee of the Communist Party of China has proposed that innovation should be kept as the core of modernization building and that self-reliance in scientific and technological field should be considered as a strategic way to for national development especially in the accelerating the building of a nation with powerful scientific and technological strength. In line with these requirements and in order to fully implement the guiding principles of General Secretary Xi Jinping's speeches at the Celebration of the 30th Anniversary of the Development and Opening-up of Pudong and the Symposium on Comprehensively Promoting the Development of The Yangtze River Economic Belt, Liangjiang New Area has integrated well into the development of Chengdu-Chongqing economic circle and the coordinated development of “one district, two groups”. Led by Lijia Yuelai Smart Park, Liangjiang Digital Economy Industrial Park, Liangjiang Collaborative Innovation Zone and other key platforms, Liangjiang New Area is exploring the creation of a national smart city model and is striving to build itself as the demonstration window of “a key intelligent application manufacturing town" and “a famous smart city”. It is also pooling its efforts in developing itself as a pillar in building a science and technology innovation center with national influence.

兩江新區(qū)高標(biāo)準(zhǔn)、高質(zhì)量推進(jìn)協(xié)同創(chuàng)新區(qū)規(guī)劃建設(shè)，緊扣協(xié)同創(chuàng)新理念，彰顯“生態(tài)+科技”內(nèi)涵，注重產(chǎn)城景融合，突出產(chǎn)業(yè)協(xié)同、人才協(xié)同、生活協(xié)同、生態(tài)協(xié)同，努力建設(shè)人文、智慧、科技融為一體的國內(nèi)外優(yōu)秀人才科研創(chuàng)新高地。目前，已吸引國內(nèi)外30余家高等院校、科研院所和一批產(chǎn)學(xué)研交流合作平臺入駐，努力打造成為具有重要影響力的匯聚全球創(chuàng)新要素的集聚高地、促進(jìn)大學(xué)大院大所聯(lián)合開展協(xié)同創(chuàng)新的合作高地，科技創(chuàng)新、產(chǎn)業(yè)創(chuàng)新及新興產(chǎn)業(yè)的重要策源地。

Liangjiang New Area is advancing the planning and construction of Liangjiang Collaborative Innovation Zone under high-quality standards. During this process, the concept of collaborative innovation will be embraced the integration of industrial and city development with the landscape will be paid particular attention. The connotation of “ecology + technology” will be displayed and it is striving to become a high-end talent gathering place integrating humanities, wisdom, and science and technology according to the “four synergies” requirements of the industry, talent, life, and ecology. Now, it has attracted more than 30 universities, scientific research institutions and large numbers of enterprise-education-research cooperation platforms from home and abroad. It is stepping up its efforts in building itself as an important gathering place of global innovative elements, a cooperation highland for universities, institutions and companies to carry out cooperative innovation and a place of origin which promotes scientific and technological innovation, industrial innovation and advances the development of emerging industries.

為此，兩江協(xié)同創(chuàng)新區(qū)建設(shè)投資發(fā)展有限公司特啟動兩江協(xié)同創(chuàng)新區(qū)（六期創(chuàng)新空間、七期創(chuàng)新空間、企業(yè)總部基地）概念性建筑方案設(shè)計(jì)國際征集活動，以“產(chǎn)業(yè)協(xié)同、人才協(xié)同、生活協(xié)同、生態(tài)協(xié)同”為主題，向全球征集具有前瞻性和創(chuàng)新性的建筑方案，歡迎具有相關(guān)建筑設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)參與。

To this end, Chongqing Liangjiang Collaborative Innovation Zone Construction Investment Development Co., Ltd. is inviting excellent international design agencies to participate in the international open soliciting of conceptual design schemes for the Liangjiang Collaborative Innovation Zone with the theme of "four synergies of the industry, talent, life, and ecology".

項(xiàng)目區(qū)位（Project Location）

重慶兩江協(xié)同創(chuàng)新區(qū)位于兩江新區(qū)龍盛片區(qū)東北部，緊臨三環(huán)高速，御臨河以東，明月山以西。

本次國際征集包括3個項(xiàng)目。

六期創(chuàng)新空間：設(shè)計(jì)范圍約19公頃，計(jì)容建筑面積約22萬方。

七期創(chuàng)新空間：設(shè)計(jì)范圍約27公頃，計(jì)容建筑面積約28萬方。

企業(yè)總部基地：設(shè)計(jì)范圍約30公頃，計(jì)容建筑面積約23萬方。

Chonging Liangjiang Collaborative Innovation Zone is situated in the northeast of the Longsheng District, Liangjiang New Area, close to the third ring expressway. With Yulin river in the east and Mingyue Mountain in the west.

The international solicitation includes 3 projects.

Phase 6 Innovation Space: The area of design space is about 19 hectares, and the capacity building area is about 220,000 square meters.

Phase 7 Innovation Space: The area of design space is about 27 hectares, and the capacity building area is about 280,000 square meters.

Corporate Headquarters Base: The area of design space is about 30 hectares, and the capacity building area is about 230,000 square meters.

重慶市城市規(guī)劃學(xué)會為組織單位，其經(jīng)主辦單位確認(rèn)發(fā)出的相關(guān)函件具有與其同等效力。

Urban Planning Society of Chongqing is the organization unit, and the relevant letters issued by it have the same effect. This is approved by the organizer.

設(shè)計(jì)階段及內(nèi)容（Design phases and content）

征集階段：對六期創(chuàng)新空間、七期創(chuàng)新空間、企業(yè)總部基地三個項(xiàng)目進(jìn)行概念性建筑方案設(shè)計(jì)。

International solicitation: Carry out conceptual schematic design for Phase 6 Innovation Space, Phase 7 Innovation Space, Corporate Headquarters Base.

深化階段：中選單位將負(fù)責(zé)完成建筑方案深化設(shè)計(jì)（深化至全專業(yè)初步設(shè)計(jì)深度）及后續(xù)其他需配合的工作。

Integration phase: The bid-winning agency is responsible for completing the integration design of the construction plan (the design shall meet preliminary design requirements of the whole discipline) and follow-up work.

五

申請人資格（Applicant qualification）

（一）申請人須為獨(dú)立法人，且具備如下條件之一：

5.1 Solicitation applicants shall be a separate legal entity and meet one of the following conditions:

1、申請人為國內(nèi)機(jī)構(gòu)的，須具有工程設(shè)計(jì)綜合甲級資質(zhì)或工程設(shè)計(jì)建筑行業(yè)甲級資質(zhì)或工程設(shè)計(jì)建筑行業(yè)（建筑工程）甲級資質(zhì)。

5.1.1 Domestic applicants must have Grade A qualification in urban and rural planning or the engineering design and construction industry (construction engineering).

2、申請人為境外機(jī)構(gòu)的，須在其所在國家或地區(qū)具有合法注冊營業(yè)執(zhí)照和相應(yīng)設(shè)計(jì)許可，且應(yīng)聯(lián)合國內(nèi)具備上述資格之一的設(shè)計(jì)機(jī)構(gòu)參與本次設(shè)計(jì)，并以國內(nèi)設(shè)計(jì)機(jī)構(gòu)為聯(lián)合體牽頭方。

5.1.2 Overseas applicants must have a legally registered business license and corresponding design license in the country or region where it is located, and a design agency with one of the above qualifications in the United Nations shall participate in this design, and the domestic design agency shall be the lead party of the consortium.

3、申請人團(tuán)隊(duì)配置需滿足全專業(yè)初步設(shè)計(jì)要求。

5.1.3 The staffing establishment shall meet the preliminary design requirements of the whole discipline.

（二）本項(xiàng)目鼓勵聯(lián)合報名，須具備如下條件：

5.2 Consortium applications are encouraged, and they shall meet the following conditions:

1、聯(lián)合體成員至少一方應(yīng)符合以上第一條資格條件，另一方不得為個人。

5.2.1 At least one unit of the consortium shall meet the requirements in 5.1, and the other party shall not be an individual.

2、聯(lián)合體各成員單位應(yīng)共同簽署一份聯(lián)合體協(xié)議書，并明確各設(shè)計(jì)機(jī)構(gòu)的職責(zé)分工、各自承擔(dān)的工作量及權(quán)益比例，主辦單位將與聯(lián)合體簽訂多方合同。

5.2.2 Each member unit of the consortium should jointly sign a consortium agreement to specify the division of responsibilities of each design agency, the workload, and the proportion of rights and interests undertaken by each member unit. The organizer will sign a multi-party contract with the consortium.

3、各機(jī)構(gòu)聯(lián)合旨在滿足該項(xiàng)目對各相關(guān)專業(yè)的要求，如建筑、規(guī)劃、交通、景觀等專業(yè)的相互協(xié)作。鼓勵國內(nèi)外優(yōu)秀建筑設(shè)計(jì)公司、獨(dú)立設(shè)計(jì)師事務(wù)所與大型設(shè)計(jì)院所聯(lián)合報名參與。

5.2.3 Working in a consortium aims to meet different requirements of the projects for various disciplines which could enable cooperation among different institutions in various fields such as architecture, planning, transportation, landscape, etc. Architectural design companies, independent designer firms, and major design institutes are encouraged to jointly participate in this project.

4、組成項(xiàng)目聯(lián)合體的各成員單位不得再以自己的名義單獨(dú)申請資格預(yù)審，也不得同時加入本項(xiàng)目其它聯(lián)合體申請資格預(yù)審。

5.2.4 Each member unit in the consortium may no longer apply for prequalification separately in its name, nor can it join other consortiums in the project to apply for prequalification at the same time.

（三）設(shè)計(jì)團(tuán)隊(duì)要求：

5.3 Requirements for Design Teams

1、本項(xiàng)目首席建筑師需設(shè)置AB角，其中A角需履行本項(xiàng)目要求的建筑師負(fù)責(zé)制職責(zé)（詳見附件1）并且參加重要節(jié)點(diǎn)的匯報會議等工作，并須為聯(lián)合體牽頭方。如A角確因特殊原因造成無法履行建筑師負(fù)責(zé)制職責(zé)，或因無法解決的時間沖突造成缺席重要節(jié)點(diǎn)匯報，經(jīng)簽約主體認(rèn)可，可由B角代替。如首席建筑師B角為境外機(jī)構(gòu)的，需提供常住中國證明。

5.3.1 There shall be two chief architects (A and B) in each design team, of which the chief architect A shall perform the responsibility required in the Architect Responsibility System (see Annex 1 for details) and attend the milestone presentation meetings, and must be the leader of the consortium. If the chief architect A is unable to take these responsibilities due to special reasons, the chief architect B can take this place with the approval of the contracting entity. If the chief architect B is an overseas organization, a certificate of permanent residence in China is required.

2、參與本次活動的設(shè)計(jì)人員應(yīng)為設(shè)計(jì)機(jī)構(gòu)的在冊人員，首席建筑師由主持過多個同類型項(xiàng)目的建筑師擔(dān)任，且須直接參與設(shè)計(jì)全過程。

5.3.2 Designers participating in this project must be registered personnel of design institutes. The chief designers must be those who have presided over many similar design projects and will directly take part in the whole design process.

3、團(tuán)隊(duì)?wèi)?yīng)包含建筑、規(guī)劃、景觀、交通等專業(yè)人員。建筑團(tuán)隊(duì)需包含但不限于結(jié)構(gòu)、暖通、給排水、機(jī)電、造價、人防、BIM等專業(yè)。

5.3.3 Each team should have professionals in architecture, planning, landscape, transportation, etc., and the architectural teams need include but not limited to the majors of structure, HVAC, plumbing, electromechanical, cost, civil defense, and BIM.

4、在設(shè)計(jì)過程中若首席建筑師（AB角）與資格預(yù)審材料所提交的信息不符，視為無效簽約。

5.3.4 The contract will be deemed invalid if any chief designer (A and B) is inconsistent with the prequalification materials during the design process.

（四）本次征集不接受已中選四期創(chuàng)新空間（A組團(tuán)）、城市共享核（B組團(tuán)）、孵化加速器（H組團(tuán)）三個組團(tuán)的設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）報名。

We don’t accept applications from design agencies (consortiums) that have been selected for the four phases of innovation space (Group A), city shared nuclear (Group B), and incubator accelerator (Group H).

征集內(nèi)容（Solicitation Content ）

本次征集分為三個階段：公開報名、資格預(yù)審、方案設(shè)計(jì)及評審階段。
This solicitation is divided into three stages: registration, prequalification, scheme design and review.

●第一階段為公開報名階段

（Stage 1: Open Registration）

采用統(tǒng)一報名的方式，報名內(nèi)容包含報名表、相關(guān)資質(zhì)文件、首席建筑師（AB角）、團(tuán)隊(duì)業(yè)績、概念提案及意向報名組團(tuán)（三個組團(tuán)可同時報名，并附上各組團(tuán)概念提案）（詳見附件2）。
概念提案要求：結(jié)合項(xiàng)目地形特點(diǎn)、對協(xié)同創(chuàng)新區(qū)項(xiàng)目訴求的理解、國內(nèi)外類似項(xiàng)目的先進(jìn)經(jīng)驗(yàn)，給出項(xiàng)目概念設(shè)計(jì)初步構(gòu)想, 包括總平面、功能分區(qū)、交通、景觀等內(nèi)容（3-5張圖紙）。概念提案的內(nèi)容和深度不限，但應(yīng)注重對項(xiàng)目的理解，設(shè)計(jì)理念的表達(dá)，注重構(gòu)思的原創(chuàng)性，拒絕過度商業(yè)渲染及包裝，A3格式，簡裝，限5-10頁，并提交PDF或PPT格式電子文件。
The unified registration is adopted for the three projects. The registration content includes the application form, qualification documents,  accomplishments of the two chief architects and other teammates, concept proposal and intention registration group (Three groups can sign up, and each group concept proposal is attached) etc. (see Annex 2 for details).
Concept proposal requirements: combine the project’s topographical features, understanding of the requirements of the collaborative innovation zone, and advanced experience of similar projects at home and abroad, and give a preliminary idea of the project’s conceptual design, including general layout, functional zoning, transportation, landscape, etc. (3-5 Drawings). The content and depth of the concept proposal is not limited, but it should focus on the understanding of the project, the expression of the design concept, the originality of the idea, and the refusal of excessive commercial rendering and packaging. A3 format, simple package, limited to 5-10 pages, and submit electronic files in PDF or PPT format.

●第二階段為資格預(yù)審階段

(Stage 2: Prequalification)

由專家組成資格預(yù)審委員會，從有效報名的設(shè)計(jì)機(jī)構(gòu)中投票，根據(jù)各自報選組團(tuán)，分別評選出票數(shù)前3名入圍，第4名備選。報名多個組團(tuán)的設(shè)計(jì)機(jī)構(gòu)，只可入圍一個組團(tuán)。
The prequalification jury constituted by experts will voting from the validly registered design agencies, and grouping according to their applications, the top 3 finalists and the 4th candidate are selected respectively. Design agencies that have signed up for multiple groups can only be shortlisted for one group.

●第三階段為方案設(shè)計(jì)及評審階段

Stage 3: Conceptual Scheme Design and Review

入圍設(shè)計(jì)機(jī)構(gòu)需按《重慶兩江協(xié)同創(chuàng)新區(qū)概念性建筑方案設(shè)計(jì)國際征集任務(wù)書》要求，開展方案設(shè)計(jì)并進(jìn)行商務(wù)報價。
Based on the Task Book of "Co-creative craftsman" - Architectural Design camp of Chongqing Liangjiang Collaborative Innovation Zone, shortlisted agencies shall propose scheme design and make quotation.

報名及資料提交（Registration and Materials Submission ）

（一）報名時間

7.1 Registration Time

2021年3月24日—2021年4月19日（中國北京時間）

March 24, 2021-April 19, 2021 (Beijing Time)

7.2 Registration Materials

報名資料包括報名表、商業(yè)登記/營業(yè)執(zhí)照、資質(zhì)證書、法定代表人授權(quán)委托書、聯(lián)合體協(xié)議書（如有）、建筑師負(fù)責(zé)制響應(yīng)文件、首席建筑師（AB角）及團(tuán)隊(duì)業(yè)績介紹、團(tuán)隊(duì)人員構(gòu)成安排表、概念提案及其他有幫助的資料（如獲獎證明及榮譽(yù)等）等文件。

Design units shall submit the registration form, business registration/ business license, certifications of qualification, power of attorney of the legal representative, consortium agreement (if there be), response letter of Architect Responsibility System, the introduction of chief architects and agencies' achievements, staffing establishment, concept proposal and other helpful documents such as the certificate of awards and honors.

首席建筑師（AB角）及團(tuán)隊(duì)業(yè)績介紹需提供不超過5個由首席建筑師（AB角）本人領(lǐng)銜的同類型設(shè)計(jì)項(xiàng)目業(yè)績資料，應(yīng)包含：項(xiàng)目名稱、項(xiàng)目地點(diǎn)、項(xiàng)目規(guī)模（規(guī)劃建筑面積）、設(shè)計(jì)內(nèi)容、主要設(shè)計(jì)人員、項(xiàng)目完成時間（正在進(jìn)行的可備注為正在進(jìn)行）、項(xiàng)目圖片（規(guī)劃設(shè)計(jì)圖或?qū)嵕罢掌┮约跋嚓P(guān)證明材料（合同關(guān)鍵頁或中標(biāo)通知書等）。業(yè)績資料若經(jīng)核實(shí)非本人業(yè)績或其他內(nèi)容存在虛假，主辦單位有權(quán)隨時取消參選資格或終止合同。

No more than 5 design projects materials of the same kind lead by the chief architects shall be given in the introduction of chief architects and agencies' achievements. They shall include the names, locations, and scopes (planning areas) of these projects, design contents, main designers, finish time (on-going projects shall be noted), project pictures (planning drawings or photos), and other proof materials (contract key page of the contract with an official seal, or bid-winning notice and other documents). If any of these projects are proven to be plagiarism or there are any false and inaccurate information, the organizer has the right to disqualify these agencies or terminate the contract at any time.

團(tuán)隊(duì)構(gòu)成需包括項(xiàng)目設(shè)計(jì)團(tuán)隊(duì)主要參與人員簡歷、專業(yè)背景證明材料（職稱或相應(yīng)資格證書）、項(xiàng)目業(yè)績資料，以及所有團(tuán)隊(duì)成員在職證明材料，其中境內(nèi)機(jī)構(gòu)應(yīng)提供團(tuán)隊(duì)人員近半年的社保證明。

Team composition shall include personal resumes, certifications of professional backgrounds (professional titles or related credentials),  project materials of the major members in the unit. Incumbency certifications of all members shall also be submitted. Domestic applicants shall provide their certifications of social insurance for nearly half a year.

（三）資料提交

7.3 Materials Submission

遞交資格預(yù)審報名文件截止時間為2021年4月19日16時00分，設(shè)計(jì)機(jī)構(gòu)需提交紙質(zhì)版（正本1份，副本7份）及電子版報名材料（內(nèi)容應(yīng)完全一致）。

The design agency shall send the paper vision of the registration data (1 original and 7 copies) and electronic documents (the content should be the same with paper documents) by 16:00 on April 19, 2021.

紙質(zhì)版報名材料封面須蓋章，封面標(biāo)注“兩江協(xié)同創(chuàng)新區(qū)（六期創(chuàng)新空間、七期創(chuàng)新空間、企業(yè)總部基地）概念性建筑方案設(shè)計(jì)國際征集報名資料”和設(shè)計(jì)機(jī)構(gòu)全稱，寄送地址：重慶市規(guī)劃測繪創(chuàng)新基地3號樓。

Paper documents shall be stamped on the cover and the cover should be noted with "registration materials for International Solicitation of Conceptual Architectural Design for Liangjiang Collaborative Innovation Zone (Phase 6 Innovation Space, Phase 7 Innovation Space, Corporate Headquarters Base)" and the full name of the agency. Mailing information for registration materials: Building No.3, Planning and Mapping Innovation Base, Chongqing.

電子版報名材料應(yīng)采用PDF或WORD等可編輯的文件格式，發(fā)送至2268574590@qq.com郵箱，郵件主題以“設(shè)計(jì)機(jī)構(gòu)全稱——兩江協(xié)同創(chuàng)新區(qū)（六期創(chuàng)新空間、七期創(chuàng)新空間、企業(yè)總部基地）概念性建筑方案設(shè)計(jì)國際征集”命名。

Electronic documents (in PDF, Microsoft Word, or other editable file types) shall be sent via e-mail to 2268574590@qq.com with the topic of "the full name of the agency——" International Solicitation of Conceptual Architectural Design for Liangjiang Collaborative Innovation Zone (Phase 6 Innovation Space, Phase 7 Innovation Space, Corporate Headquarters Base)".

逾期送達(dá)或者未送達(dá)指定地點(diǎn)的資格預(yù)審報名文件，主辦方將不予受理。

Materials submitted after the deadline or not to the designated place will be off the docket.

八

設(shè)計(jì)費(fèi)用（Design Cost）

3個項(xiàng)目的各中選機(jī)構(gòu)設(shè)計(jì)總費(fèi)用，由本次概念方案征集評審時提交的報價單價，按各組團(tuán)經(jīng)行政審批后的實(shí)際建筑面積據(jù)實(shí)結(jié)算（含稅）。

The design fees of bid-winning agencies for 3 projects will be settled based on the quotation and the building area after administrative review and approval (tax included in price).

入圍但未中選的其余6家設(shè)計(jì)機(jī)構(gòu)補(bǔ)償費(fèi)用為各100萬人民幣（含稅）。

Other 6 shortlisted agencies will get a design compensation of CNY 1,000,000 (tax included in price) respectively.

其他說明（Solicitation Instruction）

（一）本次國際征集活動采用中文或中英文對照格式；當(dāng)中英文內(nèi)容不一致時，以中文為準(zhǔn)。

10.1 We made the instruction in both Chinese and English. And we shall only rely on Chinese，given the right of final interpretation.

（二）主辦單位的日程安排時間均以北京時間為準(zhǔn)。受疫情影響，主辦單位可對具體時間節(jié)點(diǎn)和會議形式作適時調(diào)整，并及時通知設(shè)計(jì)機(jī)構(gòu)。

10.2 All time points are Beijing time (UTC/GMT+08:00). The organizer might adjust the timetable and the conference form due to the Covid-19 and design units will be notified timely.

（三）獲得正式邀請函的設(shè)計(jì)機(jī)構(gòu)首席建筑師與主要設(shè)計(jì)人員須親自參與現(xiàn)場踏勘、方案評審、深化階段主要會議的交流與匯報。請?jiān)O(shè)計(jì)機(jī)構(gòu)根據(jù)各地區(qū)疫情防控要求提前作好相應(yīng)準(zhǔn)備。

10.3 Chief architects and major designers who receive the invitation letter shall attend milestone meetings and presentations in the stage for field inspection, conceptual scheme review, and integration design. All design agencies must follow the requirements of epidemic prevention and control in various regions and prepare in advance.

（四）本次活動采用“建筑師負(fù)責(zé)制”模式，統(tǒng)籌規(guī)劃、建設(shè)、管理三大環(huán)節(jié)，中選設(shè)計(jì)機(jī)構(gòu)首席建筑師及團(tuán)隊(duì)?wèi)?yīng)在各自組團(tuán)的規(guī)劃優(yōu)化、方案設(shè)計(jì)、初步設(shè)計(jì)、施工圖設(shè)計(jì)、招標(biāo)采購、施工監(jiān)管、竣工驗(yàn)收、質(zhì)保維護(hù)等方面提供全過程管理服務(wù)，并對質(zhì)量、安全、進(jìn)度、費(fèi)用、合同、信息、行政審批、技術(shù)審查等承擔(dān)相關(guān)責(zé)任。

10.4 Architect Responsibility System will be adopted in this project. Chief architects from bid-winning units and their teams shall provide whole-process management in terms of planning optimization, scheme design, preliminary design, construction drawings design, bidding procurement, construction supervision, completion acceptance, warranty and maintenance, and other related issues. They shall also assume responsibility for the quality, safety, progress, cost, contract, information, administrative approval, technical review, and other issues.

（五）凡報名參加本次國際征集活動的設(shè)計(jì)機(jī)構(gòu)，均被視為同意并接受本次活動規(guī)則以及各階段相應(yīng)的文件及其補(bǔ)充（修改）文件和澄清文件之全部內(nèi)容及條款。

10.5 Applicants shall be deemed to have accepted all terms and provisions written in documents, the supplement documents (revisions), and other clarification documents issued during the project.

（六）應(yīng)征設(shè)計(jì)機(jī)構(gòu)提交的應(yīng)征方案規(guī)劃版權(quán)歸主辦單位所有，應(yīng)征設(shè)計(jì)機(jī)構(gòu)對其應(yīng)征方案享有署名權(quán)。

10.6 The copyright of all the submitted design proposals are owned by the organizer. Design agencies own the right of authorship.

（七）各申請人參加本次活動產(chǎn)生的一切費(fèi)用均自理。

10.7 All applicants will be solely responsible for all the expenses incurred in participating in this event.

（八）活動解釋權(quán)：因?qū)Ρ敬位顒右?guī)則的有不同理解，本次活動的主辦單位享有解釋權(quán)。

10.8 Right of interpretation: due to different understanding of the rules of the event, the organizer has the right of interpretation.
