  前海石公園概念設計、方案設計及初步設計（濱海桂灣段、濱海前灣北段）項目國際招標現已正式開放報名，投標報名時間為2020年12月16日—23日，現誠邀全球優秀設計團隊參與此次設計投標。
  Tender for Conceptual Design,Schematic Design and Design Development(Guiwan Coastal Section and Qianwan Coastal North Section)of Qianhai Stone Park is now officially open for application.The registration period is December 16th-23rd,2020.Design teams from home and abroad are welcomed to participate in this design bidding.
  1項目概況
  Project Overview
  前海石公園作為前海公共空間中的一級綠地，是前海最重要的大型公共開放空間之一。前海石公園要建成集休閑性、文化性、景觀性、藝術性、生態性等多功能一體化的城市開放公園。
  Qianhai Stone Park,as a first-class green space in the public area of Qianhai,is one of the most important public open spaces in Qianhai.Qianhai Stone Park will be built into an open urban park that integrates recreational,cultural,landscape,artistic,and ecological functions.
  環前海灣4.3平方公里的公共開放空間統稱為“前海石公園”；其中2.4平方公里位于前海合作區內，陸地面積約1.7平方公里，包含環灣濱?？臻g、雙界河水廊道公園、桂灣河水廊道公園、前灣河水廊道公園及月灣河水廊道公園。項目建安費匡算總額為人民幣42.9億元，投資匡算總額為人民幣50.5億元。
  The 4.3 square kilometers of public open space that surrounds Qianhai Bay is collectively referred as“Qianhai Stone Park”,of which 2.4 square kilometers is located in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone,with a land area of approximately 1.7 square kilometers,including the coastal space around Qianhai bay,Shuangjie River Corridor Park,Guiwan River Corridor Park,Qianwan River Corridor Park and Yuewan River Corridor Park.Construction cost is estimated at RMB 4.29 billion,while total investment is estimated at RMB 5.05 billion.

  招標內容包含下述相應設計范圍及各設計階段內的景觀設計、建筑設計、橋梁設計、市政工程設計及其他相關專項設計，以及方案設計范圍的可行性研究報告編制等。

  1）概念設計
  Conceptual Design
  設計范圍：總面積約2.4平方公里，其中陸地面積約1.7平方公里，水域面積約0.7平方公里。包含前海石公園桂灣段、前灣段、媽灣段、雙界河水廊道公園、桂灣河水廊道公園、前灣河水廊道公園及月灣河水廊道公園。
  Design Scope:The total area is about 2.4 square kilometers,of which the land area is about 1.7 square kilometers and the water area is about 0.7 square kilometers,including Qianhai Stone Park Guiwan section,Qianwan section,Mawan section,Shuangjie River Corridor Park,Guiwan River Corridor Park,Qianwan River Corridor Park and Yuewan River Corridor Park.
  統籌設計范圍：總面積約4.3平方公里，除上述2.4平方公里以外，還包含寶安中心區、大鏟灣濱水區域，對環大鏟灣濱水公共開放空間進行一體化設計。
  Overall Design Scope:The total area is about 4.3 square kilometers.In addition to the 2.4 square kilometers mentioned above,the overall design scope also includes the Bao’an Central District and the waterfront area of Dachan Bay.Bidders should consider an integrated design for the public open space around Dachan Bay.
  研究范圍：包括大鏟灣、寶安中心區、大小南山等周邊區域。
  Research Scope:Including surrounding areas such as Dachan Bay,Bao’an Central District,and Nanshan Mountains.
  2）方案設計
  Schematic Design
  總面積約0.55平方公里，其中陸地面積約0.43平方公里，水域面積約0.12平方公里；包含前海石公園桂灣段、前灣段、媽灣段。
  The total area is about 0.55 square kilometers,of which the land area is about 0.43 square kilometers and the water area is about 0.12 square kilometers,including Qianhai Stone Park Guiwan section,Qianwan section and Mawan coastal section.
  3）初步設計
  Design Development
  總面積約0.25平方公里，其中陸地面積約0.25平方公里。包含前海石公園桂灣段、前灣北段。
  The total area is about 0.25 square kilometers,of which the land area is about 0.25 square kilometers,including Qianhai Stone Park Guiwan section,Qianwan north section.

  The total area is about 0.55 square kilometers,of which the land area is about 0.42 square kilometers and the water area is about 0.13 square kilometers,including Shuangjie River Corridor Park and Yuewan River Corridor Park north section.

  3投標競賽設計范圍
  Design Scope for Design Competition
  本次投標競賽設計方案需對4.3平方公里統籌設計范圍進行基地分析與規劃解讀，提出整體統籌方案；針對2.4平方公里的設計范圍提出總體空間結構及活動功能策劃、整體空間形態與風貌設計、景觀體系構建、主要（特色）或重點區域的建筑概念示意等，并著重呈現0.25平方公里重點設計范圍的設計構想（如下圖所示）。
  The design scheme for the bidding competition shall analyze the overall design scope of 4.3 square kilometers and propose overall planning framework.For the 2.4 square kilometer area,bidders shall propose overall spatial structure and activity program planning,overall spatial form and style,landscape systems,as well as architectural conceptual diagrams of main(characteristic)areas,etc.Bidding scheme shall emphatically present the key design area of 0.25 square kilometers(as shown in the figure below).

  4招標方式及日程
  Tender Procedure and Agenda
  本項目資格審查采用“投標報名”方式，投標報名材料需在深圳建設工程交易網提交。招標人將向資格審查合格的投標人發布招標文件，合格投標人進入方案設計投標階段。
  The tender adopts the method of"bidding registration"for qualification examination,registration materials need to submit on Shenzhen Construction Engineering Transaction Service website.The tenderee shall issue the tender documents to the qualified bidders who have been examined,and the qualified bidders shall enter the bidding period of design competiton.
  招標人依法組建評標委員會，對投標方案進行評審，選出3家無排序中標候選人進入定標階段。
  The tenderee shall set up a bid evaluation committee in accordance with the law to review the proposals and select 3 unranked winning candidates for the final evaluation stage.

  5資格審查條件
  Application Requirements
  1.投標人資質要求：同時具備風景園林工程設計專項甲級，建筑行業（建筑工程）甲級及以上設計資質；或單獨具備工程設計綜合甲級資質。
  1.To be qualified for this tender,bidders are required to have both Landscape Engineering Specialty Qualification Class-A and Architecture Design and Construction Industry(Construction Engineering)Qualification Class-A or above;Or have Engineering Design Integrated Qualification Class-A.
  2.接受聯合體報名，聯合體數量不超過3名。聯合體需滿足上述的資質要求，其中牽頭單位需為國內具有相關資質的單位。聯合體組建需滿足國家招投標法要求。
  2.Consortium is accepted.The number of consortium members shall not exceed 3.The consortium shall meet the above qualification requirements,and the leading member shall be a domestic company with relevant qualifications.The establishment of a consortium shall comply with the National Tendering and Bidding Law.
  6設計費及投標補償
  Design Fee and Compensation
  本次招標設計費暫定為人民幣5529.35萬元。
  The design fee is tentatively set at RMB 55.2935 million.
  投標補償方案如下：
  Compensation is set as follow:
  1.投標方案不少于3家（含3家）時設投標補償，若投標方案少于3家將不予以補償。
  2.中標人將被賦予本項目設計合同，不予補償。
  3.對于入圍進入定標程序而未最終中標的其他2名候選人中，第二名給予30萬元、第三名給予20萬元的落標補償費。
  1.Only when there are 3 or more than 3 bidding schemes,will compensation apply.
  2.The winning bidder will be awarded the contract of this project.
  3.For the other 2 candidates who enter the final evaluation stage but fail to win the bid,the second prize shall be awarded RMB 300,000 and third prize shall be awarded RMB 200,000 as compensation.
